The Teen Titans initiative is started in 2079 by a group of teenagers in an attempt to combat and clean up the radioactive mess left by the mysterious enemies.
The animals were the most affected by radiation, which altered the structure of neurons and consequently the synapses, made them raw, agressive and submissive.
Beast Boy becomes unable to turn into animals without brain damage, with that in mind, his best friend Victor Stone manipulates the Neutronium in Garfield's body so that he could control his own horde of soldiers.
